Under federal law, Community Health Centers must have at least 51% of their Board of Directors composed of patients who use the services of the center. The remaining 49% of the Board members are individuals who support the mission and vision of the health center and can provide either professional or technical support. The Board of Directors is a volunteer position, helping to provide guidance and direction to Portsmouth Community Health Center, Inc., and its satellite facilities, so that the needs of the community are truly met. Today, more than 600 community volunteers are serving on the boards of community health centers in the state of Virginia.

There are four standing committees of the Board that members select to participate on with the support of the staff: These committees are as follows: The Finance Committee chaired by the Treasurer to make recommendations regarding the allocation of the budgetary funds, and regularly monitor the expenditures of the Center; The Personnel Committee, chaired by a Board member, to review and approve employee personnel policies, salary scales and fringe benefits; The Performance Improvement Committee, usually chaired by a clinical Board member to review the clinical goals of the organization, monitor the quality of care and patient satisfaction, and other similar responsibilities in accordance with performance improvement standards set forth by the federal government or other applicable regulatory agencies; and the Strategic Planning Committee, chaired by a Board member, to develop, maintain and evaluate the Strategic Plan of the Health Center, including conducting periodic community needs assessment, as a means to effectively plan for the future endeavors and undertakings of the organization. Actively participate in raising funds, including opening doors to potential donors and personally soliciting select prospective donors. The Strategic Planning Committee also plans retreats for the full Board of Directors.
